I can tell the difference when word of healing works and when it doesnt, its either +67 or +150 above their head. Now the problem is, many times i heal someone under 50% and its +67, and I get this excessively, even if I'm the only healer. Even when an ally is near dead (5% max hp), it won't even heal them to 50% hp. Anyone else notice this?

I experience this also
altho it works the way it shud most of the time when their health is low
but sometimes it'll only heal for half when my target's health is clearly less than 50%

I and many monk friends of mine have noticed this for a while now (since I got it). It's really annoying. Hopefully it will be fixed soon.

The ally could have been damaged immediately after being healed, making it seem like it's bugged.

no, you cant. the only other way is to spend 3000 faction points on it in Drocknar's.

Not if you consistently win match after match and do GvGs which give a lot of faction for wins. About 6-12 GvG wins will get you 3000 fp.

you can get WoH in any of the acension missions, why not get them there? Its like the easiest monk elite to get! No way do you waste 3000 points on it. You need to waste your 3000 points on a hard-to-reach skill.

Are you sure it's bugged? I'm pretty sure that it only adds the extra health if they're below 50% after the divine favor, and after the initial heal. Now, maybe it still is bugged, but I think that accounts for most of the issues here. I can't say definitively though, I haven't tested it.

Could the target have a bunch of DP and have max hit points that are really low?
Someone with max hp of 300 could be down to around 50 hp and Word of Healing would fail to give the extra because Word + DF bonus would bring them above half. (67 Word +30ish from high DF).

So wait, Just as an example so I can get this clear...

If my teamates health is at 100/250 (of course its just made up) and my word heals for 67 putting it apast the 1/2 heath mark of 125 the extra Heals won't kick in?
